Dr Veerendra Mishra

The IPS Officer Who Turned Compassion Into Action

When you hear the words “police officer,” you probably picture discipline, power, and authority. But for IPS Dr. Veerendra Mishra, the uniform has always been a vehicle for empathy — a way to protect those who can’t protect themselves and to fight the silent wars most people never see.
Over the past two decades, Dr. Mishra has become one of India’s leading voices against human trafficking, a global crime that thrives on poverty, inequality, and ignorance.

Born and raised with humble beginnings, Dr. Mishra’s early life shaped his sensitivity toward society’s invisible struggles. His father’s untimely death during his college years forced him to take up work as a medical representative before he joined the police service — a journey that built both resilience and humility. After entering the Indian Police Service (Madhya Pradesh Cadre), he discovered that policing was not merely about enforcing laws but also about understanding people.

H
His curiosity about human behaviour led him to pursue a PhD from Barkatullah University, Bhopal, where he explored “Changing Image of Police: An Empirical Study.” Later, as a Fulbright Humphrey Fellow, he studied public policy and human trafficking in the United States, a turning point that gave him a global perspective on the issue he would dedicate much of his life to.

Dr. Mishra’s professional career is a rare blend of field policing, policy work, and humanitarian vision. He has served in diverse capacities in the Ministry of Women and Child Development, the Ministry of Youth Affairs and Sports, and several UN peacekeeping missions in Bosnia-Herzegovina and Kosovo, where he witnessed the brutal realities of post-war trafficking and exploitation. Those experiences became the foundation for his lifelong commitment to combating human trafficking in India. Back home, Dr. Mishra transformed his experience into action. He founded the RACE Lab — Research, Advocacy and Capacity Building Against Exploitation, India’s first anti-trafficking research and training hub. Through RACE Lab, he and his team conduct extensive research, train police and social workers, and work with policy-makers to design better frameworks for prevention, rehabilitation, and awareness. For him, fighting trafficking is not just about rescue operations; it’s about reducing vulnerability — tackling the poverty, social discrimination, and cultural stigmas that allow exploitation to survive.

Beyond policy, Dr. Mishra’s heart beats for the people society often overlooks. Through his NGO Samvedna, he has worked tirelessly for the upliftment of the Bedia community in Madhya Pradesh — a community trapped for generations in inter-generational commercial sexual exploitation. By helping their children access education and new career paths, he’s breaking a cycle of exploitation that seemed unbreakable. His philosophy is simple yet profound: “You don’t rescue people by removing them from a place. You rescue them by giving them choices.”

As a writer, Dr. Mishra’s voice is as powerful as his policing. He has authored several acclaimed books, including “Community Policing: Misnomer or Fact” and “Human Trafficking: The Stakeholders’ Perspective,” both published by SAGE Publications. His writings blend academic insight with the realism of ground experience, bridging the gap between police work and human compassion. He has also directed documentaries such as “Do I Have a Choice?” — a moving exploration of community-based sexual exploitation.

What makes Dr. Veerendra Mishra truly unique is his ability to look beyond the badge. In his talks, he often says, “Human trafficking is nothing but the exploitation of vulnerability.” For him, the solution lies not in the criminal justice system alone, but in social justice — in ensuring education, equality, and dignity for all.
At a time when the world is still waking up to the horrors of digital and faceless trafficking, Dr. Mishra continues to serve as both a protector and a teacher. Whether he’s addressing police recruits, university students, or international forums, his message remains the same: awareness is the first line of defense.

Today, Dr. Veerendra Mishra stands as more than just an IPS officer. He is a humanist in uniform — a reformer, educator, author, and above all, a believer that compassion, when guided by courage, can truly change the system from within.
